Chenega Agile Real-Time Solutions (CARS) was created with the purpose of providing integrated enterprise IT support to Federal customers both CONUS and OCONUS. CARS employs Subject Matter Experts (SMEs) with decades of experience working in the Federal marketplace.

 

Chenega Agile Real-Time Solutions (CARS) is seeking an experienced Project Manager to lead and manage mission-critical Web and Mobile Application Development projects for the DoD DHA Web & Mobile Technology (W&MT) PMO. The ideal candidate will possess strong leadership skills, a deep understanding of project management methodologies, and extensive experience in Agile (Scrum and Kanban) based processes and Software Development Life Cycle (SDLC). This role requires effective communication, strategic planning, and the ability to navigate organizational change while ensuring project success.


Responsibilities

  • Oversee multiple critical projects in Web and Mobile Application Development for the DoD DHA Web & Mobile Technology (W&MT) PMO.
  • Lead and motivate teams to foster collaboration, ownership, and accountability.
  • Coordinate communication among site owners, W&MT clients, and diverse Project Teams.
  • Effectively communicate with stakeholders, including executives, project sponsors, and team members.
  • Apply deep knowledge of project management methodologies and best practices.
  • Demonstrate change management skills, effectively navigating organizational change.
  • Identify and mitigate risks associated with change, ensuring engagement and communication throughout the process.
  • Plan and manage multiple tasks efficiently.
  • Exhibit technical management and supervisory experience.
  • Provide effective supervision and guidance to team members.
  • Implement Agile (Scrum and Kanban) methodologies and Software Development Life Cycle (SDLC), covering Site Architecture, Usability, Development, Design, Accessibility, and Compliance.
  • Other duties as assigned.

Qualifications

  • High school diploma or GED equivalent required
    • Bachelor's degree in a relevant field preferred
  • 5+ years of relevant experience
    • Experience in DoD Healthcare IT preferred
    • Experience managing Agile projects using tools such as JIRA
  • Project Management Professional (PMP) certification preferred with the ability to obtain within 3 months of hire.
  • Certified Scrum Master or Certified Scrum Product Owner certification preferred
    • ITIL 4 Certification preferred
  • Background check required with the ability to obtain Public Trust.

 

Knowledge, Skills and Abilities:

Deep understanding of project management methodologies and best practices.

Proven leadership skills with the ability to motivate and manage cross-functional teams.

Excellent communication and interpersonal skills.

Ability to work independently and yet be effective within a team setting

Must be capable of managing multiple efforts with time-related constraints in a fast-paced contracting environment

Demonstrated ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals

Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.

Excellent skills in Microsoft Word, Excel, and other Office applications

Proficient with Microsoft Office Applications, and experience working in a home office setting as well as the ability to train end users on frequently asked technical issues.

Ability to provide technical assistance and support over the phone, good phone skills, professional demeanor, and previous customer service experience strongly desired.

Good problem-solving skills with the ability to visualize a problem/situation and think abstractly to solve it
